FULL IMPLEMENTATION OF THE LCL PACKING SCHEME AQIS Import Clearance Notice – 2003/08 (AQIS: Australian Quarantine & Inspection Service)

This notice is a reminder that as of 1 July 2003, all countries will be subject to the new non-commodity requirements for LCL consignments. High-Interception Level Countries Between 1 February and 30 June 2003 the new requirements for LCL sea-freight cargo only related to consignments from high-interception level countries. As of 1 July 2003, the list of high-interception level countries will cease to exist and the new requirements will apply to all countries. Non-commodity Requirements for LCL Consignments As of 1 July 2003, all LCL sea-freight consignments must be accompanied by an acceptable packing declaration (see attachment 1) stating whether wood, bark and straw have been used as packing within the consignment. Treatment certification will be required where timber has been used as packing. Wooden packing utilised in LCL consignments should be treated using any of the options available for wooden packing in FCL consignments. The most up to date information on acceptable treatments for wooden packing can be found in the AQIS publication “Cargo Containers - Quarantine aspects and procedures”. Information on both permanent (such as CCA) and non-permanent treatments (such as fumigation) is included in Appendix I and II of the publication.
